A months-long records investigation into four Arizona school districts found that officials logged hundreds of incidents of student assault and harassment over two school years but almost never documented any response to them, a pattern advocates say leaves LGBTQ+ students especially vulnerable in a state with few protections on the books.

The investigation, from the nonprofit newsroom LOOKOUT, centered its reporting on Anna Kilbride, a disabled, openly lesbian teenager from a Phoenix suburb who says a classmate threatened to rape her after she turned down his advances. Kilbride said the boy told her he would break into her home to "fix" her attraction to women. He knew her bus route and where she lived. When her parents wanted to report the threat to police, Kilbride said the school told them it would expel her if they did. She eventually dropped out and was admitted to a psychiatric treatment center.

What the records show

To test whether Kilbride's experience reflected a broader pattern, LOOKOUT requested social worker incident logs from Scottsdale Unified, Peoria Unified, Tucson Unified and Phoenix Union school districts. Scottsdale Unified alone recorded nearly 400 incidents of bullying, harassment or violence across the 2024-25 and 2025-26 school years, more than 150 of them classified as assaults and nearly 70 involving sexual conduct or harassment. The logs don't identify whether the students involved were LGBTQ+, since Arizona districts don't consistently track that information in safety records.

What the records do show is how little happened next. Of the nearly 400 logged cases, only 10 had any response time recorded by a social worker, nine of them bullying incidents and one an assault. Most of those got just a single documented hour of attention. LOOKOUT reported that it tried to reach district staff for comment through email and phone but got no working contacts or responses.

A climate that discourages reporting

Existing survey data suggests LGBTQ+ students in Arizona already face elevated rates of violence. GLSEN found in 2021 that more than one in 10 LGBTQ+ youth in the state reported being physically assaulted at school because of their sexual orientation, a figure that rose to one in four for physical harassment. The 2015 U.S. Transgender Survey found comparable numbers for transgender students specifically: 24% reported being physically attacked because of their gender identity, and 8% reported sexual assault motivated by it.

Advocates who work directly with survivors say the barrier isn't just whether abuse happens, but whether students believe reporting it will help. "If your school counselor is somebody who is potentially anti-LGBTQ … it's likely they're not going to be giving resources for LGBTQ+ organizations, and so even being able to reach students is an issue," said Carrie Eutizi, a sexual violence response coordinator with the Arizona Coalition to End Sexual and Domestic Violence.

The Movement Advancement Project has described Arizona as having a "particularly hostile policy environment" for queer youth, pointing to restrictions on classroom discussion of LGBTQ+ topics and the absence of any statewide requirement that anti-bullying policies explicitly name sexual orientation or gender identity as protected categories. Researchers say the effect isn't limited to the laws themselves. "It's not just about the negative legislation being passed, it's also about it being debated (and) the way that broader rhetoric is affecting people's social interactions," said Tessa Juste, a Movement Advancement Project policy researcher. "It creates a permission structure to further stigmatize an already stigmatized community."

Transgender students face a sharper edge

The stakes are especially high for transgender students heading into November, when Arizona voters will decide on a "Protect Girls Sports" measure requiring all students at schools with athletic programs, whether or not they play sports, to use restrooms, locker rooms and showers matching their sex assigned at birth. A 2019 Harvard study published in Pediatrics surveyed more than 3,600 students in grades seven through 12 and found that transgender and nonbinary students who were restricted from using facilities aligned with their gender identity were more likely to be sexually assaulted than those who weren't. Nearly a quarter of trans and nonbinary students assigned female at birth, and close to 20% of trans girls, reported experiencing sexual assault within a single year.

Arizona currently has no statewide bathroom restriction, but one parent of a transgender middle schooler in Scottsdale Unified told LOOKOUT her son was slapped by a classmate upset that he washed his hands in the boys' restroom rather than the girls'. The classmate returned to school after a suspension of less than two days, even though the district's own code of conduct allows suspensions of one to four days for assault. The mother, who asked not to be named to protect her family, believes the classmate had absorbed adult conversations about transgender students circulating around him.

Why It Matters

What makes this investigation land differently than a single bad story is the paper trail. Arizona's incident logs weren't designed to track LGBTQ+ victimization, but they end up telling a version of the same story anyway: kids report harm, and the system barely moves. National numbers back that up. Roughly two in three LGBTQ+ students reported feeling unsafe at school over the last school year because of their identity, and federal data shows a quarter of transgender students have missed school specifically out of safety concerns. Research also shows schools with clear, comprehensive LGBTQ+ policies see less harassment and fewer missed days than those with vague or partial ones, which suggests the gap in Arizona isn't inevitable. It's a choice about what gets written into policy, and enforced once it is.

We're not going to pretend a records request fixes anything on its own. But it does something reporting like this is built for: it turns a feeling many queer and trans students already have, that no one is going to do anything, into a number a district can't easily explain away. That matters heading into a November vote that could make Arizona's climate for transgender students even harder to navigate.
