Each 0.5-ounce tube carries 5% benzocaine as its active ingredient, a numbing agent that works on the surface it touches. The product is meant for a small area, so you only need a dab.

Ingredients Beyond the Numbing Agent
Alongside the benzocaine, the formula combines Glyceryl Stearate, Imidurea, Methyl Paraben, Mineral Oil, Propyl Paraben, Propylene Glycol, Petrolatum, Stearic Acid, Stearyl Alcohol, Sodium Lauryl Sulfate, Trolamine, and Deionized Water. Together these hold the texture steady and help the cream absorb evenly.
Because the base is oil-based, keep it away from latex condoms. Oil can weaken latex, so this cream is not a pairing for that material.
Working a Small Amount Into the Glans
Start with a small dab on the head of the penis. Rub gently until the cream disappears and no residue remains on the surface.
Wait a few minutes before sexual activity so the numbing has time to take hold. More product does not produce a better result, so stick to the small amount.
